It is statically impossible for a candidate to get all the votes needed in an observation black out to get just the votes needed for a win. Without a "sniffles" outbreak engineered by withholding the therapeutics that would wipe out 99% of the perceived problem, and still the sheep watch the "news" about a single building collapse or some "perceived" racial incident involving a convenient scapegoat.
