Since 9/11, the U.S. Government has engaged in a multibillion-dollar effort to construct a domestic intelligence network for the ostensible purpose of combating terrorism, criminal activity and violent extremism. One of the central components of this system is the network of “fusion centers” that have sprung up around the country over the last several years. These entities integrate local law enforcement with a state’s police force, Department of Justice, or Office of Emergency Management and are designed to facilitate law enforcement intelligence activities throughout the jurisdiction, providing federal authorities access to local information and databases, while simultaneously allowing federal agencies to disseminate classified intelligence materials to local authorities. There are almost always federal representatives present in local fusion centers and Secretary of Homeland Security Napolitano has recently testified that DHS is “committed to having an officer in each fusion center.” Most fusion centers also work with representatives of the private sector, particularly those industries related to so-called “critical infrastructure and key resources.”
Due to past examples of fusion centers vastly overstepping their original mandates, including monitoring political events, bumper sticker preferences and even constitutionally-protected protest activities, many civil-rights organizations have worked to monitor fusion centers and their activities. However, public scrutiny has proved difficult in most cases as the majority of fusion centers operate in a highly secretive manner without revealing who works for them, what government agencies they work with or what their basic capabilities are. Many lack websites or any sort of public presence and information about their activities is often unavailable from official sources. There is no national authority overseeing their activities and many fusion centers even lack basic privacy policies concerning the collection of information on law-abiding citizens. Some states have even worked to exempt fusion center activities from public records requests. In fact, the majority of fusion centers have failed to even identify their most basic attribute: their physical location. Instead, many fusion centers simply provide a mailing address that leads to a post office box or generic government building. Some fusion centers do not even provide an address.
Public Intelligence has acquired a dataset that identifies the actual physical locations of nearly all of the 72 DHS-recognized fusion centers operating in the country today. The information, which includes physical addresses, phone numbers, as well as email addresses for all of the fusion centers, is believed to have been compiled and distributed throughout the Homeland Security Information Network, a government information portal for “information sharing and collaboration between federal, state, local, tribal, territorial, private sector, and international partners engaged in the homeland security mission.” Given the incomplete nature of information distributed previously by EPIC, the ACLU, and other groups attempting to document fusion center activities, this information is of great importance for working towards transparency in an area of domestic surveillance that remains largely unreported.

Boise, Idaho America’s military, model city or Fusion Center Abuse?
Having spent the last 30 years in Boise I have come to watch a peculiar change come over this once great city, since the advent of the fusion center in Merdidian; Today Boise has one of the nations highest foreclosure rates, and unemployment has climbed faster than any other city in America the last four years, 2nd only to Las Vegas.
Consider the fact that Idaho is 2nd in the nation only to Georgia with the number of adults under the department of corrections. 1 in 21 adults in Idaho are currently either on probation/parole or incarcerated. This is staggering when you find out that America already leads every other civilized nation in incarceration rates. Russia is the closest to us and we beat them by double the number per capita.
Boise and the surrounding area comprise about 400,000 of the states total of 1.5 million residents, making it a fairly small city compared to larger ones like New York, or Los Angeles. Boise itself is just over 200,000 people. Consider the fact, that Boise has two military bases within 40 minutes of downtown. One, Gowen Field, home of the Idaho National Guard is only 5 minutes from the cities hub. These facts along with the fact that Boise has it’s own FBI headquarters, DEA headquarters, U.S. Marshals, ICE, etc. etc; make this town a prime “model city” for “gung ho” law enforcement personnel.
With the advent of the “Fusion center”, and modern technology, Boise has already garnered itself as the “International Award Winner of the Neighborhood Watch Program” effective September 2010. The reason this is important and part of the overall picture is that Boise’s huge ex-military population (retired veterans and their spouses) and current military personnel are all part and parcel of this new “watch” program. I have had several friends and people I know who hold to certain religious beliefs, (not even Muslims) followed relentlessly for almost two years now. (The Fusion Center opened in March 2009). They are followed into stores, movie houses, churches etc. The abuse for them has been surreal.
What I’m afraid is happening is that an heir of “supremacy” and being “above the law” has deeply infected our little town.
I also know of another well-known Boisean who got on the bad side of a certain law enforcement official and before he knew it, they had initiated a “smear campaign” against him, to discredit him. It’s an age old military trick used quite often in Boise these days.
I believe that Boise is simply just the front-runner to a “military state”, and is currently a good working model to examine for down the road. I know a “minister” who actually had “military blackhawk” helicopters buzz his house on several occasions, and even follow him while he went to the country with his children.
I believe America is on the brink of losing any and all of the “civil rights” guaranteed to us by our Constitution. I purposely waited for 2 years to gather many facts and documents regarding this “citizen harassment” and breach of rights.
Being a model city is not something I’ve contrived nor seen in print anywhere. It is however been mentioned on more than one ocassion by zealous city prosecutors. Defacto, prosecutor Brian Taylor of Nampa has mentioned this often in his media addresses. Oddly enough, despite his glaring ineptitude, he proceeds another zealot who embezzled $600,000 from the treasure valley, which he represented. That was John Bujak and John was notorious for prosecuting every little petty criminal known to man. He even set up various high school students in hopes to catch them cheating on exams in high school.
We can’t verify through any sources the numerous citing’s of unidentified, hovering, military aircraft that seem to becoming more and more prevalent either, in Boise. Boise is in the media today and trying to set the example, but what about tomorrow? Will it be your city?
The Boise Valley, including Boise, Nampa, Meridian, and Caldwell, has become a veritable police state.
This appears to have been exacerbated in the last five years by the downturn in the local economies. As a result, the police and sheriff's departments, along with the prosecutors, judges, court officials, and other public officials, have become important revenue centers for the counties, cities, and other municipalities.
For example, while John Bujak was prosecutor in Canyon County, Idaho, misdemeanor prosecutions in Nampa that he was responsible for prosecuting, shot up 36 percent in only one year!!! This was from 2009 to 2010, and has continued under the watchful gaze of Bryan Taylor, Canyon County Prosecuting Attorney after Bujak resigned.
This area, and most especially Canyon County and Nampa, Idaho, is rife with malfeasance, misconduct, unethical conduct, obstruction of justice, criminal violations of Constitutional rights, racketeering by the broke cities such as Nampa, prosecutorial coercion, prosecutorial overreach, judicial misconduct that goes unanswered, and so forth.
In fact, Magistrate Judge Jerold Lee, who operates his scurrilous schemes out of the Nampa Annex, committed numerous and repeated violations of the Idaho Criminal Rules, the Idaho Code, and committed repeated irregularities as he presided over my case, the charges of which were eventually dismissed after five months of wrongful and misguided prosecution by Bryan Taylor, first as unit supervisor and subsequently as Canyon County Prosecuting Attorney, John Bujak, until he resigned, David Christensen as Deputy Prosecutor and who could not even manage to make it to a previously scheduled pretrial hearing date, Matthew Bever as Deputy Prosecutor and who scurrilously and nefariously requested a warrant for my arrest without probable cause.
It was almost comical as the trial date approached:
The creepy complainants Joe and Natalie Bravo, along with cretinous Matthew Bever, ran like scared rabbits. The dolts had no case to prosecute!! But, that did not preclude them from bungling, bumbling, violating my Constitutional rights, falsely arresting me, and subjecting me to numerous irregularities, disrespect, discourtesy, false statements by Greg Hurn as prosecutor at my arraignment, and too many other indignities to list.
