US Court Blacklisting?

Is it possible to have bad luck with police, and in US Courts, for the rest of your life if you are blacklisted? I, personally, may have found that out to be the case. When I owned rental properties in Stafford Springs, Connecticut, State Police would tell me everything that I wished to have investigated, or wanted to lodge a complaint was a "Civil Matter" to be brought to civil court. If I had vandals destroying my property, and caught them, if teens were drinking on my front lawn selling drugs, if a prostitute moved into my apartment building without permission, if I was assaulted, threatened, or had any matter, police told me they didn't have to protect and serve, I had to sue in small claims court for justice.

Well, even that avenue seems to be closed in what is now modern America.

When I was attacked on my property, I got a year in prison for resisting being mugged. At the same time a man already in trouble in the Vernon Rockville Connecticut Superior Court area, who raped a 3 year old, got probation.
